Second floor extension on top of existing structure

We are looking to add a 3rd bedroom to a mid terraced property or a loft extension but we believe due to loft height etc it would be more feasible for an extension.
We have an existing structure at ground level which we believe has the potential for a room to be built above it but we also need assistance with how access would be gained. There is also the question of the cost in relation to any increase in property value.
