Remove Artex (thin layer) and skim

3 rooms (living room, dinning room and a hall). We have a thin layer of Artex applied, it looks like it's only created with paint. Our ceiling are low, so we need to remove this layer and then replaster/skim. If quotes are good we would extend the job to other rooms (3 more + hall)
