Stop kitchen tap dripping, plus unfreeze bathroom basin tap

My kitchen mixer tap is difficult to turn off - the cold water drips unless it is turned off very firmly. Upstairs, one of the basin mixer taps is stuck off. We can't run any water from this tap. This is a repeat fault.
