Measure and fit window shutter blinds. two-tier shutters

Our first floor flat in West London requires two shutter blinds over our two front sash windows. We would like them in the window recess if possible. We were hoping for two-tier white shutters with a white rail to adjust the angle on each.
The outer measurements of the window frames are 54inches wide x 69inches high.
They are both 64 inches x 45 inches on the inner frame but will need to be measured up exactly before ordering materials.
