Toilet not flushing properly (drainage issue, not cistern)

Downstairs toilet not flushing properly (no problem with cistern but not draining). Upstairs sink and shower get blocked once every few months (cleared with drain unblocker fluid). Sink regularly gives off a bad smell. Suspected drainage issue generally.
