Fit French doors with side lights

Fit French door with side lights in space of garage door.
Knock through from garage to hall, fit 4' French doors.
I have not sought planning regulations, I just wish access at this time. I cannot use garage, I cannot use drive, other job posted is second element of that.
Another option is build a separate dwelling, or extend at side.
