Hallway refurbishment

We have recently purchased our top floor flat in a victorian conversion. The entrance to our property is located at the bottom of the stairs but we'd like to relocate this to the first flight of stairs (with a brand new door) and open the hallway up by removing the wall separating the stairs and the rest of the hallway.
Finally we'd like the old chip wallpaper taken off and walls made smooth then painted.
