Make good an external window frame

I need to strip and repaint the external frame of a first-floor sash window in my flat. The external frame I'm referring to is basically the edge of the exterior brick wall. It seems to be rendered with cement and is covered in a thick layer of very flaky, worn looking paint. The old paint needs to be removed and repainted. This may present a challenge as the window is on the first floor - I think it may be possible to do the work through the sash window though to avoid scaffolding. Also - the bottom of the window frame looks rotten and either needs filling or replacing.

Simon did a very good job on my external window frame, especially given the difficulty of accessing it from inside my flat. Turned up when he said he would, was friendly and polite. Would definitely recommend him and would use him again.
