Laying slabs and some turf - garden size approx 15ft by 15

We have a garden that a tenant turned into a giant veg patch. We would like to turn it back into a useable garden and would like to lay patio slabs over part of it and leave a section that can be used to grow veg (a small section). The soil needs weeding first and the garden needs a general tidy up. Help needed asap! Thank you
