you can wallpaper over emulsion paint but keep in mind that the wall needs to be sanded down to remove any dirt and imperfections and holes needs to be filled up before applying wallpaper.
Prep it with appropriate chaulk/filler in any areas that need it and once done and dry paint thoroughly with 50/50 water and pva. once dry paint with any colour you like.
If painting the whole room, start with the ceiling first, then the walls and then doors, windows and skirting. if a wall has minor surface imperfections such as lines between remaining emulsion paint and bare plaster that cannot be sanded down to a smooth edge, hang lining paper before repainting.
Mix equal parts white vinegar and water in a spray bottle. spray down greasy walls, such as in a kitchen, with the vinegar and allow it to sit for two or three minutes. wipe down the wall with a damp rag. the vinegar cuts through cooking grease and removes the excess.
Peeling and scraping off layers of old wallpaper can leave the walls beneath covered in adhesive. worse, it can leave them pitted and scarred from your attempts to remove every last shred of paper. before you can paint over these wounded surfaces, you must return them to perfect smoothness.
