Answers:

Hi, a carpenter would be able to install a new hatch in the new location as well as infill the existing hatch. i would highly recommend using a certified electrician to move your lights. some are pretty straight forward and can be easily moved by a keen diyer but personally for me electrics and gas should only be touched by those who are qualified to do so.
a general builder would possibly be able to do the full job. general builders tend to be comfortable practicing several trades and therefore is more likely to complete the full job by himself.
don't forget you'll also want the existing hatch to be filled and painted once it's been patched in with timber and plasterboard.
hope this is helpful
