Skimming over a lath and plaster wall with holes

Hi I have removed many layers of wallpaper to find a lath and plaster wall that is partially OK and partially damaged with holes where the old plaster is crumbling . alot of the wall has been repaired before but some remains the old plaster still and wondering is its possible to skim over this to create a smooth layer?
