chimney stack flashing appears to be leaking

Flashing appears to be leaking cause brick and timbers are showing signs of damp.
? need capped and ventilated.
Pots need checked and mortar beddings and flashing/fillers (flaunchings and weatherproofing details)
Inside plaster is bulging on chimney breast ? water penetrating into stack or condensation.
Problem found by surveyor.
House has been empty for about 1 year.
flue has been blocked by paper.
