I need to strip and repaint the external frame of a first-floor sash window in my flat. The external frame I'm referring to is basically the edge of the exterior brick wall. It seems to be rendered with cement and is covered in a thick layer of very flaky, worn looking paint. The old paint needs to be removed and repainted. This may present a challenge as the window is on the first floor - I think it may be possible to do the work through the sash window though to avoid scaffolding. Also - the bottom of the window frame looks rotten and either needs filling or replacing.

I then texted him 3 days later and he called to say he had been given a big job and that was why he hadnt turned up but he didnt want me to give him a bad rating so he would definitely come at 7pm the next tuesday. Again he didnt arrive and i have not had any contact from him since.
