You will need to seal the walls first with. P.v.a. Glue then you can re/ skim the area.
with how old it is i would recommend a removal and reapply instead of going over but lime plastering is a specialist area im not greatly familiar with so it is just an educated guess. hope it helps either way

yes sure it be fine its same as any ceiling make sure you treat it with PVA because you still need to do that as prep. lime was used because there was no cement them days and its like putty when used for less cracking and it stuck to horse hair more easy hope that helps you can buy lime ready mixed in tubs :)

Yes you can lime skim on the top of the old one but all the loose sections should be removed and filled in before doing it.
Another solution is using multifinish/plaster and lining paper on the top of it once it's dry, this way it will never crack or chip off.

To be safe I would remove old Plaster and start again as if 100 years old it has probably dried out and had its day
