Our bathroom has a false ceiling which is considerably lower (roughly 4 inches) than the ceiling in the rest of the flat. Could there be a legitimate reason for putting such a low ceiling in?
The building stucture could be the reason.
Hello , that might be Drop ceiling has been made low for covering plumbing or wiring work above or might be nothing and you can remove and get it higher .

Hi, I can think of 2 reasons.
1/ If spotlights/downlights have been fitted this is the only way in a flat
2/ The existing ceiling was in poor condition and has been "overboarded"

Sometimes the condition of the original ceiling is so poor that it can be more cost effective to install a new false ceiling below the original one.
Installing a new ceiling will not have any effects on the use of the room. It is also a good void to install ceiling spotlights, if there is insufficient access in the loft void above the original ceiling.
Sometimes the original ceiling can be prefabricated concrete slabs, found in many old high rise blocks, which you just cannot drill through! so the lowered ceiling is a good way to create the space for ceiling spots and service voids for pipe/cables that you dont want on show
Yes it a bodge job as usual they could not be bothered to do it right or the work was done on the cheap
lighting could be a reason if spotlights fitted, or could just be poor condition and they did not want to re board for some reason
Maybe pull down the ceiling then you will know.
