You can stick anything on any surface, depending on the type of glue. For example, there is such a two-component glue Kerakoll. It glues all types of materials together, even if the materials are wet or in water. I used it. I tested more than 30 different types of adhesives. In my experience, Kerakoll is the best glue in the world.

Plastic paint colour??? &#129300; U mean a mid sheen? Or High sheen? Normally any sound surface will be fine to paper over. Providing that the surface is not flaking, peeling etc. If unsure, sand it lightly to provide a key for it to stick better. Alternatively use an adhesive this will stick It like glue.
