Hi, Handy hands here.
Always prime when using water-based over oil-based paint.
Apply one to two coats of a water-based bonding primer and dry according to product directions. You'll know the surface is adequately primed when the former paint color, stains, and other surface imperfections are no longer visible.

Hope this helps

Yes but you would have to put more than one coat over the oil base

So long as you put a 'key' in the oil paint by lightly sanding all areas you will not have an issue.

Yes it is ok, you have to follow few steps though. First sand the oil based paint with a 180 grind sand paper then wipe, with a dump cloth, all dust then apply one or two coats of primer( best one is Zinsser 123 plus, bit pricy but worth every single penny) and then paint, two or even three coats.

It will most likely peel because the paints will not bind well together

Yes but make sure it gets a good sanding first to provide a key for the next paint.
