Foam filler in bay where floor and wall join

Just moved in and found that foam filler has been squirted in the bay window where the floor meets wall. Why would this have been done? Can I just cut it back to put skirting boards down? It’s quite drafty as it needs a new window. - could this have been done as a bodge to try and stop the draft or could it be an indication of a problem with the brick work. Internally no visible cracks to the bay. Externally one crack which building surveyor said was due to soft mortar and would need reporinting at some point. He didn’t mention the foam - maybe he missed it?!

It could be both so you will need a trades person to inspect it to be honest
