Problem Wall Painting

I have a wall that won't paint properly.without streaks. I have painted it several times myself with different brands of paint and have even given in and paid someone to come and paint it for me. They sanded it all back and applied two coats of good paint but it still looks streaky. Someone told me that it was because the plaster is not level and therefore there is nothing I can do. The paint doesnt seem to go on well and even now you can see missing patches when close up. What I really don't understand is how it can be like this and be seemingly unfixable when it wasn't like this before. When we moved in it was also painted white and there were no visible streaks (not that it was bad enough to ever notice anyway.) If it's the plaster why was someone else able to paint it to a good standard earlier before we decided to redo it?

Personally I'd line the walls and give yourself a fresh canvas.

If you didn't apply enough layers, you might find your walls looking patchy, with bits of color showing through from the old finish. To correct this common mistake, let the paint dry completely, and then follow up with a second coat, or as many as necessary to get that nice finsh you want

It could be the type of paint you are using, Matt paint should leave you with a nice flat smooth wall but if you are using something with a sheen to it like silk it can leave a streaky roller pattern in certain lights and angles.
If this isnt the case and there is patches where the paint will not adhere to the wall i would suggest painting the whole wall in coverstain, a light sand down and recoat with desired paint with 2 full coats allow corect drying times and give it a 3rd coat if needed. I hope this helps

everything also depends on the paint, e.g. tikkurila has a super paint on offer, even if we made poppers, you don't see any streaks
