I have applied graphite insulating lining paper to one of my rooms. I filled in gaps between seams, corners, and edges with decorator's caulk. I now need to put up normal lining paper over it before painting. My question is whether wallpaper will stick OK over the bits which have caulk? Thanks.
Well, if the caulk dried out properly it will possible stick to itself, but it's not good at all. However I never tried and never had even similar experience with it.

Yes wallpapering over caulk is fine just ensure you let it dry first and lightly sand down any bumps that you may see on the wall before you wallpaper it

If the caulk dries out it could stick to itself but is unadvisable
