Squeak turning cold taps and cistern

There’s an annoying squeak developed every time we turn a cold tap off or shower or cistern , I was told to turn my stop cock off as thepressure is too high, which I did but the stop cock was really stiff and leaked afterwords but the squeak still exists , any advice
