Is it possible to wallpaper over a wall that has been painted with emulsion paint?
Hi the answer is yes if it's venal mat but if it's venal silk you'll need to lightly sand the walls before hand

You can wallpaper over emulsion paint but keep in mind that the wall needs to be sanded down to remove any dirt and imperfections and holes needs to be filled up before applying wallpaper. Also after preparing a wall it's good to paint it with wallpaper adhesive or pva and let it dry before you start wallpaper.
Yes it will be fine as long as it is Dirt/Grease and dust free , try to steer away from the cheap paste as it can bubble up in places and can be worse work with ..

You would have to find out is the paste suitable for the wallpaper as there is pastes out there suitable for this . Most important thing is to read the instructions on wallpaper which are in the roll

I've papered over both silk and matt emulsions in the past and all went well on some cases depending how bad the wall is I've had to sand silk emulsions walls down but matt emulsions If the paints cracking away scrap it off then wipe down with damp cloth not depending how bad the walls been painted

Yes all walls should always be painted before wallpapering. Never wallpaper on Bare plaster. Plaster needs sealed then Painted to create a barrier between the new plaster and the paper. When stripping the paper this barrier protects the plater from gauges an scratches. Once Al paper is removed and wall Cleaned, it can be sanded leaving the smooth surface plaster intact.
