Yes you can wallpaper over existing wallpaper providing the old wallpaper is completely adhered to the wall.
Personally I would not paper over existing wallpaper for many reasons, a few of which are-:
The joints between each piece will be visible.
Depending on where the wallpapering is being done i.e living room, then it'll have to be dirt/dust/nicotine free, that kind of thing.
In a nutshell and to achieve pleasing job, I'd strip the walls and then hang lining paper horizontally prior to hanging the wallpaper vertically.
That is the correct way. However I have known people to bypass the lining paper and just hang the wallpaper.

Through my vast years of experience my answer to this is definitely not.
Only paper you should be papering over is lining paper.
If it is a previous lining paper you should also ensure that it is solidly adhered to the wall with no bursts or broken edges on it.
Preferably in most cases I would start from scratch and crossline the wall in most cases as this makes for a far superior quality finish to the final article unless your manufacturers instructions tells you not to Crossline the walls.

Stripping old wallpaper is a time-consuming task you may be able to avoid. If the existing wallpaper is firmly adhered to the walls and has a smooth texture, free from any embossing, raised embellishments or flocking, you can add a fresh layer of wallpaper over .But for a quality job and for no problems in the future is better stripping and clean the walls for the new wallpaper

It is always best to remove old wallpaper before applying new wallpaper to the walls as it would last longer.

Good day sir/madam

Yess it is possible. I recommend to do it only if you have a non-quoted wallpaper as existing cause then it's much easier that the new paper will stick better.

Not a good idea, for many reasons. The adhesive won't work as it is supposed to, if the under layer of wallpaper comes off for some reason, the new one will do too. With the adhesive you will soak the original wallpaper whick can cause wrinkles on a new layer on top. Best to remove.

yes its possible if the existing wallpaper is firmly adhered to the wall and has a smooth texture other wise rough textured wallpaper will reflect and make the new wallpaper finish uneven and not good looking.
