Staining solution

The bottom 18" of my downstairs cloakroom is below the damp course. Several small brown spots keep appearing on the wallpaper. I've tried applying more emulsion, gloss and then emulsion and PVA and emulsion but nothing seems to work. Any ideas?

Good ventilatoin, heating and a damp proof membrane to be applied on the and a non-porus paint to be used or paper. In some situation injecting a dpm into the wall can be done.

Hi. Try zinsser bin primer sealer stain blocker. That normally blocks it out but if it still comes back through then it means theres still a leak problem.

I would strip back and render it with a decent integral waterproofer as should stop any damp coming back through internally

No number of coats of more paint will sort the issue. Not even a hundred.
You need to clean the area, spray bleach if mouldy. Let it dry, sand if needed( prep is king ) .Apply a coat of Zinsser stain block. Water or oil to suit your finish.
Now once dry, get your desired finish coats on. job done
