I've noticed a leak in my guttering today. I was wondering if it's possible it's an ice dam? It's a pretty consistent leak, there's a lot of snow on the roof and icicles where it's been leaking.

Well they could be a bracket loose they could be a piece of rubber loose after bracket or your gutter might be full of moss on these to be cleaned out : We can help with this
It seems that the joint is damaged and would need repair or the flow of the gutter isn't correct or there possibly isn't enough gutter support brackets.
It's possible that it's blocked and then water has froze in place sounds like just needs unblocking and then you can see the damage that has be done by ice
To start it sounds like the guttering has came apart from either a joiner or a outlet but also it seems like the guttering needs cleaning out
There is a possibility of a ice dam but I'd recommend cleaning out the gutter and water testing it
Probably blocked or obstructed to begin with, then froze over.. or maybe you have an overflow from tank discharging slightly and it froze
No ice should not make gutters leek
The easiest and most cost effective thing would be to replace the joint with a new larger joiner as the cold weather can shrink guttering
