Wallpaper pulling paint off the walls following application

Paint not applied correctly in first place. To cut cost or short cut!

The wall should of had a coat of paste (sizing the wall) before been papered no need to paint it first . The problem you probably had is the paint was on to think or not thinned down as when you do mist coat it needs to be nice and thin on new plaster

normally paste the wall and the paper and never had the problem or was it like a bathroom paint thats washable

This problem is usually caused because the paint wasn't applied to the wall correctly. You have to mix 10% water with paint for it to stick, as the plaster pulls moisture from the paint causing it to peel once dry. Give the wall a light sand, apply correct paint and water mixture if you are wanting to paint the wall. If you want to wallpaper the wall you have to size the wall by pasting it with wallpaper paste. Once this is done you should be good to go.

It sounds to me that a mist coat wasn't put on properly when the building was first painted, Unfortunatly you will have to seal the plaster before putting new wall paper up what can easily done.

Because the house never been use so its first 12 months the staff is getting use to hot cold and people use it if you know what I mean
Wallpaper is never a good choise but if was painted you will see cracks on the wall unless is A1 painting

Walls should be sealed with a water Based wall sealer and Primer

My theory is that there's a possibility the walls hadn't been mist coated/white washed. So if that is the case, then paint will not adhere hence the wallpaper paste not adhering fully.

The plastered wall is one call a (hydroscopic Wall) it will suxk water ,So it must be left to dry 100% same applies to the primer and not to for get should be clean and free of dust.

The walls were probably not primed before painting. Builders often do not flood the walls, as well as do not dilute the paint with water for the first painting. This resulted in poor adhesion of the paint, necessity of priming 2 or 3 times before putting the wallpaper.

The basic question that comes to my mind with this issue is did the decorator sand down the plaster before applying the paint, with the house only being 12 months I can imagine the plaster to of been left with a polished marble like finish which paint will not stick to.

I am 100% certain the paint job was done incorrectly. The paint comes off with the paper as the mist coat (priming coat) was missed during the decorating process. The purpose of the mist coat on bare plaster is to seal (block the porous holes in the plaster).The finish coat is then almost just sitting on the surface without the sealing process. The paste from the paper will break the paint (if Matt finish ) down quick and easy and start to detach from the wall and onto your paper.

Remove the paper. Either put a coat of silk or Zinsser stain block onto the wall and give a day to dry. Rule 1 if you own a new build, never rely on the finish to have run its exact course. I don't think its the adhesive, if the wall is skimmed maybe they have dry trowel it too much making it too glossy to hold paint or wallpaper, best thing to do is to strip the wall and sand it with sand paper then re-paper
