Yes but it will need a good key (sand)
Will be very hard to cover silk with emulsion paint. The best way is probably to either use paint stripper to get it off the walls or undercoat it twice and then use emulsion

I tend to coat up with Vinyl Matt Emulsion before coating up the Matt Emulsion. Silk is a lot more resistant to water, almost repelling it in some cases and can lead to extended drying times and peeling paint
Give walls and ceiling a good rub down and then apply the matt emulsion 2/3 coats
