Blown plaster - who to call?

I have blown plaster on 3 walls in the kitchen. No visible signs of damp or water leak/ingress. Do i call a builder or a plumber?

If blown plaster call as plasterer as he should be able to see if it just aged or any other issue with the walls

If there’s no leak or damp that’s affected the area, this could be as simple as hacking away the loose excising plaster and re plastering.
