I've recently moved into a flat that the prior owners had painted every surface with matt emulsion, skirting boards doors, window frames, radiators etc. Can you paint over matt emulsion on interior doors and skirting boards with satinwood or gloss? Or does it have to be sanded back before it can be painted? Thanks
I would sand not back to bare wood just enough for the paint to fade then a undercoat and then paint with satinwood or gloss

it does not hurt to sand with fine paper
Use a light sand paper and go over the wood and radiators so you have lightly scratched the surface. You will need a metal primer for radiator and wood primer for skirting boards then gloss over as normal. Hope this helpful to you. CCbuilders.

Matt emulation is ok to paint over it, you have to sand them with a 180 grit sandpaper( don’t try to hard) wipe all the dust( very important) and then paint.
