Trouble with priming wall

Hi, we are having difficulty with flashing on the wall. We believe the previous owners used silk paint over plaster with no primer. I have used sugar soap on the wall and then a primer. This is 3 layers of primer and it’s still flashing. We don’t want to add the paint in case that does the same but are unsure what to do now. Does anyone have any advice please? I have applied with a roller and been careful to fully load the roller and make sure the paint is right to the edges.

Would recommend sanding the wall back to the plaster and starting from there, once you get to that point, prime the wall with watered down PVA Glue and then paint once PVA has dried

When using sugar soap water, the wall needs to be rinsed with clean water then let dry then paint, otherwise the primer or paint may not stick. Regarding the primer not all primer covers well but together with paint (2 or3 coats again) they should do the job. I’d recommend to try on small area, 1sqm, see what’s happens.
