Ground floor radiators not working?

My ground floor radiators aren’t working even though the top floor ones are. A plumber has replaced my pump and is now talking about replacing pipes or even the whole system. He says a power flush isn’t worth it?

I would first check for air. Then try to balance the system then flush, then replace radiator valves
