Skimming is the final hard smooth finish to a plastered surface. The wall is usually covered with plasterboard either screwed to surface or glued with dabbling mix. The board joints are then tapped to stop cracking and then the final covering, usually multi Finnish as it is called is applied. Before it hardens it is repeatedly polished with a wet trowel.
