Answers:

If your hanging a finish paper you need to cross line first or every joint will show. if its to be papered with blown vynil then painted,you should be safe to paper straight over it.
Water based eggshell. the so called bathroom paints are just a rip off.
Thin 1st coat by 10% and add pva which will seal it thus making further coats easier to apply and use less paint.
If its a listed building you must use the same paint/type and colours its already in. if you want the flat look i would suggest farrow and ballbut most paint manufacturers have a wide choice of paints for such projects.
