If the walls are much darker than the wall paper it would be advisable to cross line the walls or put on a base coat of white emulsion to eliminate the risk of the colour showing through.
No need to, you can apply a coat of pva or size the walls with wall paper paste to achieve good adhesion
You would need to wash walls with sugar soap, i would always apply a coat of zinsser primer as the old paste reacts with the paint and can dis colour and crack.
