In my opinion is better to contact the builder after you have the planing permission, this way he will know exactly what he needs to do there, and is easier to give a quotation.

If you have paint on them just try to clean it, and use some grease, wd40, easier way!
If the painter has to do repairs, he will need maximum 2 days.if you supply the materials, the quote should be no more than 300 pounds.
If the paint on that wall is old, will always be able to see the difference between coats.in my opinion for a better job do the whole wall.
