Not unless you are in a conservation area or a listed building

Can you paint over artex?

Yes but the more paint you put on the more difficult to remove if ever required

TMV valve problems (lack of them!)

Tmvs are very good. you can control the temp with them. you may want living room such and such a temp & brooms at another temp. we would have fitted them to a refurb such as yours.
