i would advise using good paint for the best result.
if you buy cheep paint it will be weak this means more coats needed on the walls . best to get good paint dulux if possible and expect two coats each wall.

Yes you can paint straight onto artex .
if you want a smooth wall you will need to plaster board the ceiling tape an join then paint .

Egg shell paint is the best for bathrooms and kitchens.
