Can You Tile Over Tiles?
Not really the best thing to do
i would advise taking them off and starting again,maybe with a different tiler who could produce a good finish 1st time
Plaster on top of lining paper
It should be removed as the only thing holding plaster on is the paper

It will fall off unless it has a mesh or u plasterboard it ,if room
