A big hello from Rachel & Vincent @ Dabhandy. We are a small property maintenance, repairs & improvement company. Our staff consists of only those above mentioned, and we are a husband and wife team.

Paper over painted wall paper

It would all depend what type of paper the original paper was, if it is just lining paper, you can (although ideally you should always completely strip walls and begin again).

Painting room, what first?

Ceiling, walls, woodwork.

Can you wallpaper over emulsion paint?

Yes, most people do this, just make sure you use a decent wallpaper adhesive.
