Hair line crack are usually due to movement they can be racked out filled taped and skimmed over
It is possible depending how gone off the first coat went but any ceiling can be sorted by a pro
Depending on what surface your plastering depends on drying time a pro will know the times of all backgrounds
It can be filled with easy fill but depending on how fussy you are or how much your willing to spend whether you skim whole walls or not your choice
Skimming per meter ranges on how many meters there is to skim i only work on meterage if there is over 200m to skim. it will usually be a price
