Using easifill is fine on new plasterboard works as long as a paper tape or fiberglass tape is used on the joints. three coats of easi fill should be used each coat applied after the previous coat has set.personally i think skimming is a better job
Ideally all ceilings would be skimmed first with scrim around the perimeter
Does the paint have a gloss to it? for non porous surfaces use feb blue grit. apply with a brush or roller to required area leave overnight then skim straight on top
For the cement board use sbr as a primer then tile as for the block work use hardwall baseboard followed by multifinish
If it's a single skinned wall (no cavity) i'd recommend using thermal plasterboard. if not standard 12.5mm board is fine. as for the area where the boiler will be fitted put plenty of plasterboard adhesive (solid dabs)
