Hi, this could be caused by the plaster not adhering to the pva or the weight of the plaster effecting the original artex.
does it sound “hollow” if you lightly tap the bulging areas?
If there’s no leak or damp that’s affected the area, this could be as simple as hacking away the loose excising plaster and re plastering.
Is there a reason why you want the existing timber joists replaced? if there’s no problem with them you could just re-board and skim the ceiling.
do you have the original ceiling still there or is it already down?
if so, to board and skim that would be around £500.
to take down existing ceiling, re-board and skim - around £850.

Hi, usually this would just be a case of stripping the paper from the ceiling, taping any cracks, pva’ing & then skimming.
