Answers:
Yes you can just paint an artex ceiling.
if its old rather than new it may draw the moisture out of paint quick so add a little water to thin out. if the ceiling is cracked or artex is flaking you can have it overboarded or unibonding then skimming, i wouldn't advise scraping back as some artex contains small quantities of asbestos.
It would be better to use fibre tape, known as scrim to cover crack then unibond and skim. paper tape is not good quality and is mainly used for artex or drylining, but does occasionally lift.
