There is more than one answer to your question. whether is fair or not being charged £300 per room depends how many different colours you have choose for room meaning different colours on different walls, different ceilings colour rooms, shape of surface, holes, cracks, dump etc.
skirting is part of the woodwork and woodwork demands different finish and treatment etc and it always goes separate from masonry in quote.
