Hi, no. unfortunately you cannot plaster over wood chip wallpaper regardless of what bonding agent is used. the surface would have to be stripped prior to plastering. in some cases if your ceiling is plasterboard it can be easier to re plasterboard over the top providing there isn't any water damage to existing boards. hope this helps
