Best to router out in the middle of the shelf and install a metal flat bar. this will stop the shelf from bowing, however you may need to do this in 4 separate sections or maybe 3. its a long shelf at 4 meters.
The smell might be coming from a loose connection at eh back of the toilet pan. there will be a plastic fitting which connects to the toilet and goes out through the wall or floor. the rubber seal may no longer be working and need replaced. if this doesn't fix it then there must be a issue with drainage outside the property
