Replace main stop cock

I believe the main stop cock is located in the corner of my property. There are three pipes going vertically up to the loft where the water cisterns/tanks are. The middle pipe has two taps/valves which I believe should stop the mains water flow into the property. But they seem to be rusted completely and I can not move them.
I need to find out whether they are the main stop cock and if they are, I'd like them replace.
