Toilet bubbling and boiler issue

The down stairs toilet flushes but the toilet paper stays there. Also it bubbles a lot when the water is let out of the bath as does the downstairs sink in that toilet.
The boiler doesn't switch off. It stops heating the room but continues to make the noise like its constantly boiling.
