Immersion heater blowing a fuse

My immersion heater is currently blowing a fuse when switched on. I have been told that I need the outside cylinder stat replaced on a Willis cylinder as this is causing the fuse to blow. The cylinder is flush to the floor in the hotpress and as such needs to be drained as its hard to get at.
Also I have oil heating and the switch beside the hotpress which allows me to chose to heat the radiators or water is currently not working and the water is only heated when the heat is on.
